With the Ministerial Decree of 30 December 2021 (click here to read it), the Ministry of Economic Development (MISE) has introduced a measure aimed at financing, with 10 million euros, the projects of companies operating in the tanning sector of some regional districts, which intend to increase their competitiveness on the market.

Financing

The measure is aimed at financing the projects of companies that intend to implement investment programs with a high content of innovation and sustainability, in order to increase their competitiveness on the market.

The loan consists of the disbursement of a non-repayable grant equal to 50% of the following expenses deemed eligible, pursuant to Article 8 of the Ministerial Decree December 30, 2021 (within the limit set for de minimis contributions of 200 thousand euros over three years):

  1. purchase of new factory machinery, plant and equipment, including related installation costs;
  2. computer programs and software licenses;
  3. staff training concerning the aspects on which the project for which the subsidy is requested is focused. The training must be carried out by third parties who have no relationship with the buyer and under normal market conditions, to an extent not exceeding 10% of the project amount;
  4. purchase of real estate and construction of masonry and similar works, limited to the projects referred to in art. 7, paragraph 1, letter c) of the Ministerial Decree of 30 December 2021, within the limit of 30% of the total eligible expenses.

Among the projects, industrial research or experimental development activities can also be included, provided that the latter are connected and functional to the aims of the project.

For the realization of the same, the following additional expenses are eligible, in total within the limit of 30% of the amount of the eligible expenses of the project:

  • employees and collaborators with project contracts, with employment contracts, or holders of specific research grants, limited to technicians, researchers and other auxiliary personnel, to the extent that they are employed in industrial research and experimental development activities included of the project. Personnel costs with administrative, accounting and commercial duties are excluded;
  • newly manufactured tools and equipment, to the extent and for the period in which they are used for industrial research and experimental development activities;
  • research contracts concerning the direct performance by a commissioner of industrial research and experimental development activities, through a transaction carried out under normal market conditions;
  • consultancy and other services used for industrial research and experimental development, including the acquisition or licensing of research results, patents and know-how, through a transaction carried out under normal conditions of market.

The recipients

The concessions are aimed exclusively at companies that:

  1. have an operational headquarters in one of the tanning districts listed in Annex 1 of the Directorial Decree of 6 September 2022 and located in one of the following italian Regions: Campania, Lombardy, Marche, Tuscany and Veneto;
  2. carry out the activity of “preparation and tanning of leather and skin” referred to in the ATECO code 15.11.00;
  3. are in possession of the requirements referred to in Article 6 of the Ministerial Decree December 30, 2021 referred to above.

How to submit the application

All companies in possession of the aforementioned requirements will be able to pre-fill the application to obtain the loan starting at 10.00 on November 8, 2022.

In any case, applications can be sent starting from 10.00 am on November 15, 2022, by accessing the reserved area on the Invitalia website by:

  • digital identification systems (SPID, CNS or CIE;
  • the digital signature
  • a certified e-mail address (PEC).

At the end of the online procedure, an electronic protocol number will be assigned.

There is no deadline, but it is possible to participate until all available resources are exhausted.
